29/01/2019 08:02:15 Dear Ms. Crawford I am writing further to the recent Area Board Issue you raised in connection with the above subject. In the short term if you are having problems with vehicles blocking the dropped kerb access to the Salvation Army premises in Salt Lane then the only option available to you is to report the vehicles to the Police who would be able to undertake enforcement action using their powers for dealing with offences of obstruction of the public highway. You can report such offences by phoning 101 or emailing CPTSouthWiltshire@wiltshire.pnn.police.uk. Longer term to replace the existing single yellow line restriction in front of the dropped kerb access to the Salvation Army premises with double yellow lines would require the completion of a statutory procedure to introduce a Traffic Regulation Order (TRO) amendment. A TRO is a legal document that gives the council the power to mark waiting restrictions such as yellow lines or parking bays on the ground and take enforcement again against vehicles who park in contravention of them. All requests for new or amendments to existing waiting restrictions are made via Salisbury City Council as the local parish council in the first instance. I have enclosed a document which outlines the process followed by the council when considering requests for new waiting restrictions If you wish to take forward the introduction of double yellow lines in front of the dropped kerb access to the Salvation Army premises then you should complete the enclosed application form (WR1) and return it to Salisbury City Council. Issue

The Salvation Army on Salt Lane has been experiencing issues with people parking across the drop curb of our main entrance. This usually happens on a Saturday night due to suspended parking restrictions but very often when activities are scheduled in the Guildhall Square e.g. the fair the ice rink the christmas lights the lantern parade etc. When the area outside our building is blocked by cars we have disabled members in wheelchairs who cannot access the building well cannot be dropped off and picked up. Our congregation is largely made up of over 65yrs and if we had a medical emergency during any of our groups or services this issue would mean paramedics have restricted access.

What has been done so far

When we are in the building we advise anyone blocking the building that access is required. When cars have been left overnight notes have been left for drivers. We have tried to leave a sign up but due to the nature of the area it is difficult as adjacent walls are set back from road.

What would resolve issue

Ideally we would like to see double yellow lines along the length of the entrance to our building.
